Bruce Thompson


Bruce served as the Republican representative for the 66th Assembly District in the California State Assembly from 1994 to 2000. He was later appointed by President George W. Bush as the Regional IV Administrator for the U.S. Small Business Administration from 2001 to 2009. Bruce is also a three-time delegate to the 2000, 2008, and 2012 Republican National Conventions. In 2012, Bruce served as presidential candidate Mitt Romney’s regional campaign manager. Since 2011, Bruce has served as President of Regional Centers Holding Group, Inc. (RCH), one of the most successful and unique EB-5 business operations in the U.S.


John Shen


John was born in China and obtained his undergraduate degree from Peking University Law School in 1992. After obtaining his master’s degree from in Statistics and Decision Sciences from Duke University in 1996, John worked in the pharmaceutical industry until he started a real estate business in 2002. Since then, John has presented at hundreds of national and regional conferences and seminars as a key note speaker. In 2009, John founded American Lending Center, LLC (ALC)—formerly known as US Employment Development Lending Center—a USCIS-designated EB-5 regional center and California finance lender in Long Beach, California. ALC is the only EB-5 program in the U.S. that specializes in small business lending through government-backed programs.


Justin Blackhall


Justin was born and raised on St. Thomas, U.S. Virgin Islands and currently resides in New Jersey. He earned his J.D. from the Benjamin N. Cardozo School of Law and his B.A. from Syracuse University. He has clerked for the Honorable Shira A. Scheindlin in the District Court for the Southern District of New York, the Honorable Thomas B. Bennet in the Bankruptcy Court for the Northern District of Alabama and the Honorable Thomas K. Moore in the District Court of the Virgin Islands. As a shareholder and the founding member of Blackhall, P.C., Justin’s practice focuses on the representation of U.S. and international bank and non-bank lenders in complex financing transactions, capital raising endeavors, and compliance. In addition, Justin’s practice concentrates on the creation and deployment of secondary market and securitized loan products with a specialization in representing lenders in SBA loan related transactions. Justin has closed lending and finance transactions valued at over $2 billion and has raised over $500 million in private equity capital.


Stella Zhang


Stella was born and raised in China and obtained her MBA degree from the University of California, Irvine. Ms. Zhang has over fifteen years of experience in the immigration services industry and brought in tremendous expertise in managing and servicing investors to Sunstone. She was one of the founders of Sunstone Management. Stella served as the chief operating officer for Regional Centers Holding Group and has led the company to success in three years since 2011. She has taken primary responsibility in managing and coordinating the development and implementation of many SBA projects in the U.S. Her experience and leadership in operational management of Sunstone Management is a great asset of the company.
